Three days ago, Kathy Minor bundled up in her bulkiest wool sweater, packed her ice cooler and began camping out on Twin Peaks.
It had nothing to do with the panoramic view. She was parking herself in the schoolyard of Rooftop Elementary School to make sure she is first in line when registration at the “alternative school” starts at 8 a.m. today.
